What kind of bedding is okay for dwarf hamsters? I've heard that cedar chips are bad for them, so can I make my own bedding?

You are right about cedar bedding being bad for hamsters. The odor and oils are to strong for them and it can cause breathing problems and skin irritation. All pine beddings are also bad for hamsters. I recommend Aspen bedding, but if you are unsure talk to a vet. Good luck
Cedar and Pine are both bad bedding, unless you live in the UK then Pine is fine. Aspen is the best wood bedding, but the recycled cardboard (Eco-something) is the best bedding, period. Carefresh is good as well but sometimes harbors mites, so you'll want to freeze it for 24 hours before using it just in case. I personally make my own bedding using heavy-duty printing paper, but you have to change it almost daily and it's really a bother if you do not have the time.
Hi there :) You're correct about cedar chips, they can cause respertory distress. I wouldn't recomend making your own, because the paper can cause your hamster to bloat and the newspaper ink cause be harsh on the feet and lungs of your little buddy. I would recomend aspen, white pine and my fav (which I use) is called Care Fresh it's recycled paper, and its soft! ~ Good Luck :P
