Engineers? I need your help here with one device I want to make.?

Every night I let my dog outside, she usually stays out for about 5-15 mins. Now, since I don't want her to wait in front of the door on cold I wanted to build a device mounted on her neck that will send infrared impulses to receiver mounted in the hall. There are two options; using an old remote (that will send impulses continuously) and tv receiver; and second option is to somehow connect movement-activated light sensor in hall just to trigger a light/buzzer just to indicate that something is in front of the door and moving. Sorry for my bad English it's not my native language. I hope you will know how to make a circuit for that and thank you. Any help will be satisfying. : )

When you move into a rental, it's the landlord's responsibility that everything works, from all the light bulbs, to the filters in the AC and furnace, and the batteries in the smoke and carbon monoxide detectors. However, during the tenancy, the tenant is responsible for these things as normal upkeep. And really, how expensive is a new 9-volt battery every year (or more)? In my rental that I remodeled a few years ago, I replaced many light fixtures, and got all new bulbs and batteries for the detectors. But, I got extras that I left with the tenant as a courtesy (so they'd be on hand). They were there three years and, during that time, some of the bulbs went out. So, they went ahead and replaced them and bought new ones to always have a stash handy. And, they're sill in a box in the garage to this day. But, I didn't have to do it. Like I said, it was just a courtesy that my tenants really appreciated to the point where they replaced the ones they used.
It is the landlords property, it is the landlords responsibility.
In my state its the tenants responsibility. I mean, its a battery, it doesn't cost but a few dollars.
It is possible and you have about a 0.5 chance out of 50 of getting hit even if you dont have a lightning rod but what had happend is that lightning struck close to you (an anchor at least) but it is fine
