A very thin coating of reflective material (like silver chromate). Light will reflect off the one surface but due to the thinness you can see through from the other side. Problem is that when a light is used behind it, it shows whats there to the reflective side. The reflective side needs to be in a brighter light to reduce the chances of seeing through the reflective surface (more light being reflected back). Otherwise light will come through from the non reflective side. So basically it is like the coating used to make a mirror but quite thin. Actually a mirror today has a very thin coating as the back is opaque so you do not get light from behind. I had sunglasses made this way so the front facing others reflected light and the back was dark but allowed light through. Unfortunately you can utilize other coatings such as polarizing with the reflective surface.
