Gas Hot Water Heater has a slight burning smell ?

We live in an apartment and this smell is somewhat new. It almost smells like slightly burnt toast. It is not that strong but fills the main room in our apartment (barely).The heater appears to be functioning normal (turning on and off at normal rates).We called our apartment emergency number and they told us that it could be due to the cold windy conditions outside. Does that seem reasonable? Should we be concerned tonight? Our apartment does hold a smell pretty good (like from dinner).This is NOT a gas leak, I am sure!The hot water heater is one year old.We have a carbon monoxide detector.Thank you for your help!

Well you might as well get volcano insurance and then kidnapping insurance while you're at it. Having insurance is not going to save you legal problems.
