Looking to purchase and install a good car alarm that can't be easily disarmedand if it came with a tracking system that would be cool (if that exists?)

If you look for a tyre that has tapered lugs then it won't clog up with snow so easily. I use Continental Vertical during the winter months, and they are as good in snow as any other knobbly tyre I've tried. They won't work on ice, but you really need studded tyres for that, and they aren't much good on clear roads. See attached links for more information.
Get cyclocross tires. They also make studded snow tires.
