No doubt, there should be a national commission that covers all of the US and deals with standardizing rules, handling rankings and, most importantly, serving the safety of the fighters. However, as boxing becomes more and more marginalized in the States, the government is indifferent to act. Also, those in charge of the sport are fighting such reforms tooth and nail because this will cut into their profit margin. Having said that, most states do require similar standards as you mentioned. The states that don't have safety procedures are the ones that have no commission or have so few functions that no commission was ever required. What happens without a national commission is that fighters, banned in one state, can travel to another and fight because there is no centralized voice. But, let's be fair here and say that it's much easier to keep tabs on fighters and the nuts and bolts safety procedures of a relatively small nation like the UK than it is a nation with the size and level of boxing activity as the US. Looking at rate of ring deaths instead of total numbers, you'll find the US on a par with other countries. The mortality totals can be deceiving in the sense that, while the US has more deaths, they also have produced, by far, the most prize fights. But, like I said, this is no justification. We desperately need a nationalized commission to clean things up and keep the fighters safe.
