Help with a Delta car alarm system model 455t?

I have a jeep Cherokee that i recently purchase from a private owner with this alarm already installed . problem is I can‘t get it to work, I have checked the wiring connections, all the wires have power going to the right ones but it will not arm or disarm any help will be greatly appreciated

Here's what I think is going on: A 455T is a control module that's used to let an after-market alarm unit work with a Grand Cherokee's computer-controlled door lock system. (The manufacturer of the 455T is DEI, not Delta; I've never heard of an alarm manufacturer called Delta). The thing is, a 455T is not an alarm system. It's an add-on accessory. Either the main alarm is hidden somewhere else under the dash, or it's been removed and the only thing left is the 455T (which doesn't do anything unless it's combined with an alarm or keyless-entry system). Edit: apparently an alarm manufacturer called Delta does exist, though I can't find a manufacturer's web site for them. Given that the 455T is made specifically for the Grand Cherokee, though, I'm guessing that the DEI accessory is what you're seeing in your car.
