Never heard of smogging taillights, but have heard of them being smoked, or tinted and such.
light smoking can be done with a simple spray can you can buy from most auto stores. around $15.AU but be careful when you do it cause you might go overboard like i did and then you cant see the light underneath P 3 coats max
Better check with your state DMV as to whether it is legal. Personally I think it is stupid. The tail lights are there for a reason-- your safety! If they can't see them you could get hit from behind and that is an awful painful injury.
