You absolutely cannot work hot on underground cables or bus bar, LV or HV. They must be grounded before any work can take place. A whole procedure for taking them out of service must be carried out. On overhead power lines, LV and HV, it is possible to work live. The procedures vary with the voltage and must be observed carefuly. It entails bringing the working platform at the same potential as the power line, per se. .
