For the same reason we don't wear bullet-proof masks-they don't work well. In addition to Redleg's excellent answer, the face-shields on police helmets won't stop bullets. They might resist fragments, but that's not their primary job (they are actually to protect against chemicals, melee weapons, and other close encounters-not guns). Military units (like Military Police or USAF Security Forces) with riot control training/mission may have some for those purposes-riot control.
Well, I have heard of a way to do the opposite, to make it rain. They send an airplane in the sky, let out a mist of some formula that actually brings water vapor from the surrounding area and makes it all come together, and then when there is enough of it, it will rain. But in your case, nope there isn't a way to change that kind of weather. But I suggest finding a room with no windows and putting some blankets over your head to protect yourself from debris. A matress could work as well.
