I will assume the purpose of the device you want to design is to lower the temperature of another device. I am a mechanical engineer and have seen many different types of heat exchangers, but I'm not sure what you mean by plate. In vessels under pressure, controlling the temperature of the process would be directly related to working pressure levels. Generally, the goals in design of devices to perform a specific funtion is effectiveness, simplicity, durability, economic and last but not least, safe.
Tube equipment layout is dictated by utilising code and starts off with fin section and supplies.
