Go to an auto parts store and get a can of spray de-icer. Squirt that in the lock, it will melt the ice and free up the mechanism.

The guage is accurate enough to indicate if the tank is pressurized, and should drop as leakage slowly bleeds off the pressure. (interesting that you know that valves and sealing techniques aren't perfect, most people are unaware of that!) Also, be sure and tap on the pressure guage when you look at it, just in case it's a little sticky. Hopefully it isn't just stuck - that's a failure mode too, though in most cases unlikely. If you're really concerned about fire, it's probably worth having a backup extinguisher - I have one in the kitchen and one in the garage nearby.
