Well, the basic truth is that cement is primarily special because it's main ingredient is pulverized stone. Stones/Rocks are strong, so cement is the idea of re-purposing stones for more flexible usage. For personal use, it really doesn't matter what type of stone it is, whether it's limestone or just some ordinary rock found in your back-yard. All you need to do in order to make your own cement, is to get a hammer, and crush a bunch of rocks into a fine powder until you can prepare a mix of : 5/10% Hammer-Crushed Rocks 3/10% Sand 2/10% Clay (Optional) - Firewood ashes are a good thing to mix in because it helps make it a bit waterproof. So if you have ashes, then throw in as much as possible. And if you want even more waterproof properties when setting the cement, then instead of using water; mix in 'used car oil' and stir that up.

You can get prepared concrete mix in sacks from a DIY or big-box garden department. Usually sold in amounts to equal 1 cubic yard [that's 3' x 3' x 3' of finished product]. Bring the sack home and use the amount of water specified on the bag to mix in with it and voila, you have a yard of mixed concrete ready to use. It may come in smaller amounts for smaller projects [I'm only familiar with the 1 cu yd amounts] but remember, if you mix the entire sack, you better be prepared to start pouring it where you want it...it sets up pretty darn quick! There may be a recipe on the sack for making a smaller amount, like a half-sack would create a half a yard of finished product, e.g. Home made, as in starting from scratch with sand, gravel, concrete, aggregate [rock], lime, additives...nahhh, too complicated by far and impossible to get small amounts of the ingredients for a small project. The pre-mixed dry cement in a sack is what most of us do for setting posts, brickwork, paving stones, etc. Anything bigger and we call up the redi-mix guys and let them deliver it in one of those revolving hopper type trucks.

You say cement, well cement is an ingredient of concrete. Cement is also a term used cement a board (glue). Water, cement sand, and stone make concrete, but if you have a small job buy a bag about 25lbs, and mix with water and you have a small pail of concrete. If you need more you need a mixer and 80 lbs bags of cement and sand etc.
