How do we repair a tiny chip in our quartz counter top?

The chip is about 1mm in diameter on the corner of the counter top. Is there something I can fill the chip in with? Its a dusty pink color.

Really unlikely. Take a close look at the scratch using a binocular microscope with a dark-field set-up. I think you will see that it isn't scratches, but inclusions. Lots of things grow inside quartz... tourmaline, rutile, etc. Sometimes you even see twinning lines. They look like straight line scratches.

there are all kinds of possible causes of crystal imperfections. very few crystals are free from imperfections, although a good crystal sample will have few, if any, visible imperfections. And yes, it is quite possible for a shock to cause the formation of a visible imperfection. Not much different than how a crack can spread across a windshield from a pinhole caused by a pebble impact in the past. basically, a fracture can propogate from a small point imperfection in the instance of an impact. Heck, we use the presence of shock marks in quartz crystals to demonstrate that the earth nearby got smacked by a meteor or something bigger, and that really is nothing except a bigger example of what you describe.
If it's inside the crystal, it's not likely gonna be a scratch but more likely another crystal that grew inside your quartz crystal. Rutile and tourmaline are both minerals that commonly occur within quartz crystals, and there are many other minerals that can occur within quartz crystals. Enjoy your stone
