Replaced back brakes and the wheel sticks wont move

The older drum type brakes are bad about sticking if the brake cylinder is leaking! The brake shoe gets wet with the fluid and will stick to the drum and not release when the brake pedal is applied. Usually, it will release if you back up! If not a leak, then it must be something mechanical that you did wrong! If the emergency brake cable was previously adjusted for wear and not readjusted, that could be the problem! Disc brakes seldom do that. On disc brakes, you must reset the emergency apparatus in the rear caliper! If you failed to do that, then that could be the cause. There have been cases where the nonmetallic caliper piston swelled and failed to release after application! That happened to me years ago on an '84 Chev. Fereo!

the wheel cylinders are bad if you see brake fluid leaking out of the rubber cups on either end of it, sounds like your problem is you didn't adjust the brake shoes before you put the drums back on and they are too tight or you got the wrong sized brake shoes.
