For the best answers, search on this site https://shorturl.im/aygRH The tacks are embedded in the carpet tack strip. When you hammer them down, you loosen them up from the carpet strip. So they'll be more prone to popping back up. Especially in a high traffic area. They usually pop up when the carpet is wearing down. You could replace the carpet strip and re-stretch the carpet, or think about new carpet altogether. Either way, replace the strip.
Normally, carpet installers will use a carpet stretcher to stretch the carpet over the tack strips. The lease expensive option is to try to stretch the carpet by hand and then push it down onto the tack strip. Careful not to stick yourself. The tack strip does not need to be replaced as long as it is still securely attached to the floor. You could also use a staple gun and staple the edge of the carpet down (past the tack strip). A more expensive option is to rent a carpet stretcher at home depot or buy a knee kicker ($80) that you can use to stretch the carpet back in place. I dont think it's necessary though.

Don't believe me, ask another pro. Lay the carpet down along the edges, and then take a phillips head screwdriver and pull it along the edge forcing the carpet under the molding, then take a scratch awl, and poke it into the carpet at an angle anywhere there is a buckle, pull it towards the wall, and Presto! If you see it starting to wrinkle up in the future, just call a carpet store and ask them to hook you up with an installers number, they will probably take care of it for $50-$75. And you won't injure your knee.
