Answer:

Have you tried putting the skirt in the freezer just long enough to make the gum easy to remove? That might work!
Put the skirt in the freezer overnight - when you take it out quickly rap the gum with a small hammer - that will break the gum to pieces and Viola it's gone!
Scrape off whatever you can without damaging the fabric, then use a clean white cloth and Goo Gone to gently remove the rest of the gum. You will need to pretreat the area with a stain remover, i.e. Stain Stick or Spray 'n Wash, and launder on a stain setting with Tide laundry detergent. Soak the article of clothing first in the washing machine in cold water and then run a regular cold cycle or extra heavy soil cycle with cold water. You may need to launder twice to remove any of the Goo Gone that remains on the clothing.
