Weld you an outline of a boot that you want..make the sides thick as you need.. and place it on a surface you want it stuck to.. pour in cement.. and enjoy
Stick your feet in some wet cement. Then have someone drill into the cement, freeing two large blocks. Now you have your very own pair of custom cement boots! Just don't go near any ledges or large pools of water.
Here's one way...and this works very efficiently when you have someone that you, let's say, dislike and would like to have disappear from the face of the earth, never to be seen again. Go to the hardware store and get yourself a big bag of quick-set concrete (cement). While you're there, pick up two large buckets, the bigger the better. Have the person who is to wear the new boots have a seat in a chair while you or an associate mix the concrete...always following the directions on the bag. Now, have the person put one foot in each bucket, assisting them with gentle force if they seem a little tentative or reluctant, pour in the concrete to completely envelope the foot and fill the bucket all the way to the top, wait one hour or unil the cement has set and load your vic...um....friend into a van and take them on a little boat ride out to the middle of a large lake or, even better for our purpose here, the ocean. Remove the buckets from each boot (save them for any other friends you'd like to also treat to a new pair of boots later on) and lift your friend wearing the now completely hardened cement boots overboard and.... say bu bye.
Take a large metal wash tub and fill it with wet cement then place your enemy's feet in it. Once the cement is dry toss the wash tub and its contents in a deep body of water.
First you got to find and catch the rat bastard who's going to wear them. Then you make a box out of plywood about 1.5 ft tall and big enough that he can stand in. Stand him in it and fill the box with cement. Quickcrete brand cement is usually your best option. Let it dry, then have your snitch try them out at the bottom of a river or lake. You should be able to find all the tools and supplies you need at your local hardware store.
