It might never come back, or, waiting doesn't help respawn things, you might need raw gametime hours in order to get a respawn on a resource.

I think I recall reading somewhere about Oblivion and cells that if you are currently in a dungeon that dungeon won't reset. I don't know if that was true or not but maybe Skyrim has a reset protocol like that.
