Answer:

Plan on a yearly change. Sometimes you'll get 14-16 months, others only 9-10. For the most part it will come out to a year or a sort of blades.
In my experience you get what you pay for. The cheap blades might last a year or so. The higher end blades will last two years or more. I use Bosch Icons exclusively. They aren't the cheapest, but they last quite a while, well over two years in my experience. I've tried Tricos and Rain-X branded wiper blades in the past, but the Icons are still the measuring stick in my book. Wipers should be replaced when they chatter regularly and/or streak rather than wipe. Many people don't change them as often as they should.
If it is really raining heavy then they are only clean for a quarter of a second before new rain drops replace the old So don't be surprized if the new ones don't work any better. They should have lasted 2 years though as it does not rain every day in 2 years.
