How should I put fake feathers on a horse for a costume class?

In about a month we are going to have a costume class at the barn I go toI was hoping to try and turn one of the darker horses into a lovely Friesian, but I've run into a problemI can't figure out a safe way to put on or add these feathers to the horse.The black feathers will be made out of yarn and the yarn will be pulled apart so it's curly-ishAny suggestions on how to put these on the mare without injuring tendons and ripping out fur?
