Is he strong enough to lift a car?
Not unless it's a small car. Cap is supposed to be as strong and as fast as a normal human can be. He's at the very upper end of human ability but he's not superhuman.
He can't lift a car but he could likely flip small to medium size cars. His strength would let him compete in normal Word's Strongest Man competitions.
He could probably flip over a small car, but not pick it up. He briefly had super-strength back in the mid-1970's and could lift a car, but that went away at some point.
