There are several methods. A ratio controller would probably do the trick. Basically, you want the primary flow transmitter signal, or an equivalent value signal., to to be monitored by the secondary flow controller in order for it to maintain a constant ratio between the primary (in this case the wild flow) and the secondary (in this case the controlled flow) flow rates.
