Ok first of all put the bird back where you found it. All baby birds go to the ground when they 1st leave the nest. It is called fledging. Baby birds are taught by their parents to fly. It takes days for them to learn. The mom still feeds it on the ground. If it is fully feathered you must put it back. More baby birds die because people think they are helping when in fact they are intereferring. Birds have a terrible sense of smell so it is not true that the mother will not take it back. Wash your hands after you return it.
Is it in a room where you use remotes? Mine used to go off because it was in the line of where I point the TV remote, so every time I changed the channel or anything it would start chirping. Sometimes that just interferes.
It depends on what type of CPU that you have. We have one here at home that does that. It's the CPU fan ramping up as the temperature detector senses the CPU is heating up. The fan will speed up as if it was going to take off then as the CPU cools, it spins down again. I find it very annoying, but it's just the way the system is set up for that CPU. Tony's idea might have some merit. It would be worth a try to clean the fan blades, vents, and CPU heat sink fins. Just be sure that if you decide to clean the CPU fan, do not let the canned air make the fan spin real fast. This will damage the jewel bearings on the fan and you will end up having to replace the fan shortly thereafter.
