Answer:

It actually looks like the curtain is hung upside down on the wall near the floor. Then the part that you see where the ships are seem to be tacked between each curtain hook on either side of them. Quite a nifty way to hang drapes indeed!
Could be either one, can't tell from the photo. To use a rod would result in fewer holes in the wall. To get the look, all you have to do is attach the curtain at the right intervals to either wall or rod.
I actually had this in my living room before I moved. It doesn't have to be attached to a rod. You can either attach it directly to the wall by tacking it at all the creases or you can attach a beam to the wall and attach the curtain to the beam. By attaching it the beam (which is how I had it) you can display decorative items on the beam. I had my collection of angels on it. Plus, if there is slight breeze in the room, the curtain will flow in the wind. Make sure the loops between the creases aren't too big or they will hang really low making the design look silly. First of all. my job is making curtains and soft furnishings. From what I see here you coud use 3 way curtain tape on your curtains (Most curtains are like this, they have 3 pockets vertically where you have the choice to put you hooks) and DRAW the strings and arrange them as the pic and attach to a curtain rail as you would a curtain rail on your window. Alternatively you could have curtains with metal looking eyelet holes and hang them on a pole (not the same as picture but lookin cool just the same) Lovely idea btw
