How to glue fabric to rubber coasters?

I have some round rubber coasters made of a durable heat-resistant polyester fabric top, backed with a neoprene rubber non-slip backing that I bought online. I would like to embroyder a design on cloth and glue it onto the coaster but am not sure what kind of glue to use. I‘m thinking that Mod Podge over the top will make it water proof, but do I need another glue for this type of material also? Any help would be appreciated.

3M Heavy Duty Spray Adhesive. That's what I recommend. You can also use it on Black Widow Spiders!

trying to waterproof the embroidered cover will not work well with a cold sweating glass for a coffee cup it will be good . use gorilla glue to stick'em down and the Mod Podge to seal .
