Simple, buy a sink, take the drawers out, cut a hole in the top of the dresser, put the dresser in place, install the sink, alter the drawers to fit around the plumbing. Hope this helps, good luck.
My husband and I did this. We live in an apartment and needed somewhere to keep linens and somewhere for me to do my make up. We put a dresser in the bathroom against the back wall and got a mirror that you screw into the wall. Voila! A dresser/vanity.
This is not a huge project, but attention to detail is important. You've got to take the drawer fronts off and remove the face frames between the drawers if there are some. then cut them in half and put hinges on the doors and attach to the dresser case. The cut edges will have to be finished with matching stain/paint. Now you've got your empty vanity box and can drill holes to run your plumbing. If you want a round bowl to look like it sits on the top, you'll have to attach that with some type of epoxy or a mechanical fastener on the drain tube. If you had to hire this done, it would probably cost you a couple hundred dollars to build with you providing the furniture piece.
