Yes, if don't have insurance to pay for it. Turn it over to your insurance company to pay.
It may well be the second aftermarket fit alarm causing your problems. We find it easier to remove them than trying to repair them. However the price of $600.00 sounds very expensive. I am based in the UK and we charge between ?60.00 to ?80.00 ($120.00 to $160.00) to remove an alarm and rewire immobilizer cuts back to original. I would suggest you try and find an auto electrician or specialist alarm fitter and get another quote or two for removal.
