How valuable in the starting rotation would a stud reliever have to be for you to convert him into a starter?

Take a situation like Joba. Guy is a dominant 8th inning guy, and would probably be a spectacular closer in two years. Take that as a given.How good of a starter would he have to be for you to convert him to the rotation? a 1? 2? Or is even a middle of the road starter better to have than a stud reliever?Remember, I'm asking about in the long haul, for their entire career, not at this particular moment, so the current team makeup has very little to do with the answer.

There's a lot of hatred and discrimination going on and with the way bills are being passed things are getting out of hand it can seem that bad but I don't think it is that bad. I don't believe the US is going to allow things like segregation against the homosexual community. I don't think they have it as bad as anyone who wasn't white. It is scary to think what the bills could lead to. I think if things went to that extreme another civil war would break out. The people that hate gays are the same people who probably believe whites are superior and I think we should deny hateful people service.
