If your thermostat is located somewhere that is always cool, then it will not send a signal to your a/c to turn onSo, if you have an a/c vent pointing at the thermostat, or it's located in the shade, etcit's thinks your house is cool enoughIf this isn't the problem then maybe you need a temperature sensor or sending unit for your thermostat.
Try an attic fan, but first make sure you have adequate air flow IN and out of the attic; roof vents don't do anything if fresh air isn't being brought inAir should come in at the bottom and out the top.
the attic I think needs to have ventilation ports at 2 opposite ends of the house is is brick masonry,,,,masonry needs breathing vents too,,,call a hvac guy bout checking freon/coolant tank,hoses and test for leaks,do remember a device called a fan limiter switch inside/around the air exchanger which may need adjusting/replacement,,hvac guys oft bring a spare thermostat to the job,,,,,,charging you 150 bucks for a 30 dollar dealy from home depot,some will tryta stiffya on this,make sure the thermostat switch is set for a/c cool,check to see if filter needs replacement,,,,,might be a copper like a heater thermocouple sealed element inside air exchanger that has expanding/contracting elements,the unit might be underpowered too.see if the coolant condenser pipes are wrapped with insulating tape,,doors and windows should be weatherproofed,caulked,and installed with tyvak or fiberglass insulation around edges,if windows are older putty typed,,see if putty is cracked falling off,re glaze with nuputty(co based in illinois,des plaines)A storm door can help prevent heat/cold entry,,,shrubs and stuff around house perimeter can help too(2),,,just looked at additional details,,,,,,the attic ceiling needs to be insulated,and it's possible the contractor did not insulate the outside masonry walls properly,also a motorized roof fan might be better than the whirlybird type
