Yes,be sure asbestos tile is as flat as possible and be sure to screw down boards correctly.For best results,pull up tile.
Whooaaa!... We're talking about asbestos!... What you need to do is call in a local cleaning crew/or better yet, the health department to come in and remove those immediately!... Asbestos has been known to cause Alot of health issues!... Call your local health department/ or environmental services and let them know of the situation. If my knowledge is correct, they can usually come out there and remove it for free...
You cant put cement board over a cement floor ( even over the tiles like you want) and expect it to hold and be firm enough for ceramic tiles. If you were on a wood subflooring, covering the tiles are ok as long as you don t do anything to them.
