Why does my area rug move? How can I stop it?

I have a large area rug on top of a wall to wall carpet. It has furniture on it but it still keeps wrinkling up. Why? How can I stop this?

The rug moves because there is insufficient friction between the rug and floor. The force of walking has enough force to make it move ( we had similar issue with our rugs) You can purchase the grippers that you lay between the floor and rug. No glue tape or other adhesive involved. you can buy it at bed bathroom and beyond, home depot (i think) Good luck
