I was wondering if a fire blanket could catch on fire, also if other fire stopping things could catch on fire, like extinguishers or baking soda, stuff like that

I'm not sure what you are talking about. What I am sure of is they are not writing to tell anyone they have arrived. They get a 30 second phone call to do that. If they have contraband, things they aren't allowed to keep during training, they may be writing an address to send it to or their name so it can be held for them. If they are in civvies, this might be what they are doing. The next day they will receive their uniforms. We wrote an address to send our civilian clothes to. If they already have a hair cut and are wearing a uniform this would be my guess.
A letter home to their parents informing of their safe arrival.
