He would have needed a warrant to search your car if you refused to let him. The internal affairs division of police departments investigates this kind of negative treatment of citizens after the citizen makes a complaint to the chief of police which you should do. The police know that without the cooperation of the public in fighting crime the job would be impossible to do. Many departments are serious in maintaining good public relations with all citizens and have sanctions they place against officers violating this.
if it's a drain tube, you could use some type of sealer, or even get some rubber sheeting and use a couple cheap hose clamps. if it's a supply line, you are better off replacing it. most of them are cheap and easy to install
