I have one of those interior plastic window insulation kits...need help..?

I don't know what they mean by 'apply tape to bottom of protruding sill.' I have a sill, do they mean on the surface of it, or below the sill on the wall, or should i just put the tape around the window and apply the plastic, just not sure how to handle the sill...thanks...

it normally goes on the top, bottom and sides of the entire window. You can, however, put it on the molding also. As long as you get a nice tight seat to prevent cold air from leaking into house, you're good.
Having used this stuff myself, I've learned that the weak point in the system is the adhesive strength of the tape. Since the plastic will be stretched, it will be pulling constantly against the tape, so having the plastic go around edges before taping helps to reduce the force against the tape. In other words, instead of putting the tape along the inside edges of the molding, or even on the face, I wrap the plastic across the face of the molding and attach the tape along the outside edges of the molding, where it meets the wall. With the plastic going around a 90-degree bend, it helps relieve stress on that adhesive. At the sill, I put the tape on the bottom of the sill -- not the face of it, but the underside. That's what has worked best for me. The tape holds, and the plastic stays in place.
