It's either in your vaccuum lines or your linkage.
If you want to be sure, then get the Chilton's manual on that year of car. Go to the wire harness section, then to trouble shooting. It should tell you what to do from there. You can get the manual at auto zone, o reilies, napa auto centers, libraries, and the computer.

I agree with lab. It sounds like the clockspring assembly has failed. This repair requires removal of the air bag and steering wheel to access. On your particular vehicle, there is no rubber diaphragm as the other poster suggests. This type of system is electronically controlled. Have you checked under the hood by the master cylinder for brake fluid leakage to your cruise control brake disable switch? That would cause your cruise control not to work as well. Hope this helps.
