I believe what you're referring to is a long metal pole that often sits on top of a large building or sky scraper. When lightning strikes, it occurs because the water molecules rapidly bumping into each other in clouds create enormous amounts of excess ions (and thus static electricity). When a high enough potential difference between the clouds and the ground has been reached (because the ground, too, has a slight excess of charge), the electricity discharges through the air in the form of lightning. What this rod does is it allows a path for the excess charge to flow through without the intense build up. In a sense, by doing this you're letting the charge seep out instead of pour out all at once. I hope this helps!
It's always been my understanding that the number of alarms is the number of ladder companies that respond I am sure that many ladder companies have more than one truck, so certainly you could have a three alarm fire with five or six trucks
