Yes you can, but note that it is a very small amount of water that is given off, and to extract hydrogen by electrolysis is actually a pretty expensive project. The easier way they get hydrogen is by getting it from natural gas passed over a catalyst at a certain pressure and temperature.
You need energy to separate the H form the O in water. Where that energy comes from may cause pollution (thermal plants burn coal, nuclear plants produce radioactive waste).
