A power of attorney is as wide or limited as you write it.
The purpose of a power of attorney is to allow the attorney-in-fact to act in your place. In other words, HE CAN BUY SELL YOUR LAND. HE CAN WITHDRAW ALL OF YOUR MONEY IN YOUR BANK ACCOUNTS AND BURN THEM UP IN THE MIDDLE OF THE STREET. It's perfectly legal.
That depends on how the POA is written, it can be very specific. But yes, a general POA allows them to act on your behalf, that's the whole point of the POA. You can write a POA so that they may only act if you cannot, or only for specific types of transactions, etc.
