You could always use self tapping screws.
Judi Covered it But really if you have an ice pick or big nail. if you give a good solid single wack with a hammer it'll most likely make a hole. Might dimple the door.
Most metal doors have a think metal skin and it doesn't take a lot to make a hole. Using a sharp punch to make a starter hole is a good idea. You can then use sheet metal screws. They are self tapping and you won't need to make the hole any larger. In fact the hole should be fairly small, just enough for the screw to get a bite in the metal.
Of course a drill is best, but for a few holes in a thin metal door you can probably get by with a hammer and a nail or punch. You can get a small punch from the hardware store. It is harder than a nail and won't bend. Just be sure not to make the holes in the door larger than the screws you are using as the threads will not catch.
Maybe you could borrow a drill from someone...there's really no other way to do it. You could try hammering in a small nail and then pulling it out and putting in the screw, but you'd probably strip the screw if the door was made of stronger metal than the door. Drills aren't that expensive either, and if you bought one then you'd have it the next time you needed it.
