In our industry safety department insist upon to work on 11 KV oh line with insulated hand gloves only even after earthing has been done from all its far end as well as locally where work is to be carried out? Also note that above local earthing has been done using all PPEs. In 11 KV stringging work it is not practically possible work with insulated hand gloves. Not only person who is working on pole using safety belt anchoring it on the pole, he can not hold the heavy tools tackles, open the bolts nuts of tension hardware etc. IS there any training institute who can train such person to work with insulated hand gloves during all types of overhead line erection work?

When in doubt, use the fire hose. It will come in handy.
The UK law is that way because it is. No government in your lifetime or mine will ever have the nads to legalise cannabis or prostitution (another big tax earner for the Dutch). It is impossible to even consider leaglising cannabis at present as the government can't even decide if it should be class C or a class B drug. It will be even harder following the upcoming election as we may well end up with a hung parliament.
