build a second nuke, and drop 2 nukes with 2 ghosts at once? Or do I need 2 command centers with 2 silos?
Once a command center becomes disconnected from a nuke silo, the silo becomes inactive and not owned by any player. Therefore, you need to have 2 command centers with 2 silos attached to drop two nukes simultaneously.
