Inexpensive and legal tire traction devices?

I live in a neighborhood of Nebraska where they don't salt down streets very well, and I always have trouble driving on ice. I want to know if there are good, cheap devices that are legal in this state, maybe a certain substance I can rub on the tires? I was told that chains are illegal. And I don't need anything really fancy, like for inches of snow. I just want something that will help get me around in the city when it's really slick. Oh yeah, and I drive a front wheel drive Hyundai Elantra, if that helps. I don't know the tire size.

Answer:

You don't pass another vehicle on a two lane road if there is oncoming traffic. You need to make sure any oncoming traffic is far enough away to allow you to safely pass the vehicle in front of you and move back into your lane. These skills come with practice and experience. Why would you want to pass another vehicle? They are traveling slower than the speed limit. Large trucks and farm vehicles are two good examples.
