Answer:

Drilling into plasterboard is fine. Drilling into whatever is behind it can be a problem. If possible, locate a stud and anchor into it. This provides greater support for whatever you are hanging, and reduces the change of hitting electrical wiring or plumbing.
It is OK if you use a proper plasterboard fixture, the ones with wings, and not add too much weight to the basket. Factor in the weight of the water you will have to use for the plants as well.
You don't have to drill in to the wall to hang a wall-basket. The newer wall hangers will handle this. All you need is a hammer. The hangers come with a brass knurled head and go in the wall at an angle to support the weight. These brass hangers come in various poundage ratings and hook sizes. A building supply center will have these and maybe a hardware store.
I agree with steve but as we all know, there's time when you just cn't use a stud. The wing type work well but can be a pain to work with , especially if your not used to them. There is an anchor we started using for these situations called Zipits They look like overgrown screws. You use a phillips to start a hole where you want the anchor to go, the Zipit will have a pointed shaft that goes into the hole and is followed by oversized threads. Use the phillips screwdriver to screw it into the wall until it's flush. Now it will receive a screw to hold whatever you want. After you've done one to see how, it'll only take about 30 seconds to install the next one. it's that fast and they're strong enough to hold whatever a wing-type will and probably more. If you guys haven't tried them yet , do it, you'll love them..if you have to take them out, just unscrew them and then you have a much smaller hole to patch... find them at lumber yards, building centers , etc...
Most if not all wall anchors will have a weight rating on the box, so just pick one that can support the weight you intend to be hanging. As noted in the previous post, the ones that expand inside the wall and grab from the back side will have higher ratings and be the better choice. Al
