Question:

Is it dangerous to touch double monitor cable when its on power?

Its on power and one is in a pc monitor and one is lying on the ground. Will the electricity go through the cable that is not connected and lying on the ground? is this safe to touch with hands or shoes?

Answer:

The voltages and amperages going through the Monitor Cables are too low to be of any concern. If you actually stuck your tongue into a live one you'll get a jolt that may be painful...but it's not going to kill you. Touching it with your fingers won't do anything. However it might not be a bad idea to cover it with a little electrician's tape (don't go crazy) to keep it from picking up anything that could jam or bend the pins.
Pasting the reply I gave to the other (deleted) question: Assuming these are the IEC-standard power cables I'm thinking of, yes and no respectively. Electricity will be able to reach both ends, but the plastic insulation at the end of these connectors should disallow any contact between you and the live pins. You may want to consider covering it up in non-conductive electrical tape, though, just to be sure no debris get in causing it to go live outside of the connector.
