Is it mandatory to notify tenants in a condominium of the fire alarm being tested?

We are owners of a condominium unit in Florida. My neighbors and I were frightened when our building's fire alarm started blaring. I found a man near a fire alarm switch and he explained to me that they were only doing testing and that the Homeowner's association was notified days in advance and should have told the residents. None of us were notified that this was going to happen! (everyone ran outside, children crying, people upset etc) I contacted the woman that is responsible for giving notification and she said she doesn't give notice unless someone will be entering our homes. How are we to know if there is a real fire or just a test? This doesn't seem right Any knowledge on the matter is appreciated. Thank you

With the appropriate Planning Permission and a Council-approve plan, yes you can.but bear in mind that you can only then USE that drive to access a parking place at least the minimum required distance away from the hydrantjust because it's your drive doesn't change the laws about how far away from the hydrant you must park a vehicle so that the Fire Service have free access to it
