Camera i use is a Panasonic DMC-FS3 with a 3.6V 1000mAh battery pack

As long as both batteries fit the camera, the answer is likely yes although 3rd party batteries are typically of lesser quality even though they might appear to have a higher mAh rating. For all practical purposes 3.7v is the same as a 3.6v battery. 1150 vs. 1000 isn't likely to be any real difference.
both battery packs have a different chemical compound. But the same cut off charging voltage so you can use that one if you are sure that the physical characteristics of the battery packs are identical (+,-). Lithium batteries are dangerous so you want to be really sure about that!
