Should rugs only be used on wood floors?

Not tacky, but if you have elderly folks around, throw rugs are a definite tripping hazard.
If the carpet is a neutral color, like beige, it might look ok. I have never done this myself, but give it a try and see how it looks.
No, it not only can brighten and enhance a room but it can be used to define an area of the room ( breaking it up in sections) if this is what you are trying to do.
Heck no, people do it all the time! I think those rope rugs look great on carpeting and it keeps the high traffic areas of your rug clean too! As long as the color scheme matches, go for it!
Not tacky at all. I'm an HGTV addict. It's quite common for designers to use area rugs on top of wall-wall carpet to create 'areas'... and/or break up a large room into separate areas... For example use area rugs in a large multi function room to separate a dining area from the TV area. In fact, I have an area rug in my living room that sits between the sofa and the entertainment center. It add a beautiful pattern and pulls the room together.
