I discovered two noticable lumps on the tires. The car has 38k miles.

You where supposed to pick your warranty if your car is under warranty then so is your tires!!!
tires are considered a wear item and wont be under warranty in most cases. when you buy tires you can generally opt for insurance, so if anything happens, they will give you new tires. now if there is a defect in the tire, not that they are worn out, but there is a defect, you may need to contact michelin. now 38,000 miles for tires, depending on your driving style, may be time for new tires anyway.
tires are not covered under the warranty of the CAR manufacturer, rather the TIRE manufacturer. lumps are not necessarily road damage, usually a defect in the tire itself.
