It could be, as silver is very similar to copper, and copper is used in some kinds of thin-film cells (Copper Indium Gallium Selenide). However, silver would obviously be far more expensive, so I don't know if there's any research going on in that area. I'm not aware of any use of silver in the most common, silicon cells. Even the interconnects are copper, and the lead-free solder is not silver solder.
